Senior Planner, City of Norwalk

The City of Norwalk seeks motivated individuals to join its Community Development Team!


The Senior Planner performs the most difficult professional work related to current and/or long-range planning; may supervise the work of others involved in related planning activities; acts as project manager; performs related duties as required. The Senior Planner classification is distinguished from the Associate Planner classification by its increased responsibility for providing technical expertise, managing projects, performing the most difficult planning work, or supervising the work of others.


Essential Duties


Essential duties include, but are not limited to, the following

  • Conducts the most complex assignments, or directs the work of others involved in the preparation and review of current or long range planning projects; ensures that planning activities are conducted in accordance with federal and state law, City ordinances, rules, and regulations; monitors the adoption of state laws affecting planning and zoning and makes recommendations for necessary changes to City ordinance.

  • Supervises or directs major projects and programs; prepares or coordin­ates the preparation of project reports and recommendations; reviews and edits report drafts; leads or participates in oral presentations to the Planning Commission.

  • Interprets planning policies and local ordinances; may draft policy statements and ordinances according to general instructions; provides technical assistance to the Director of Community Development, other City personnel, and the public regarding current or long range planning issues.

  • Coordinates the conduct of environmental impact studies; coordinates project review by other agencies; evaluates conclusions of environ­mental impact reports and prepares recommendations.

  • Directs, facilitates, and implements urban design programs; identifies problems in the urban environment; suggests solutions through design concepts and/or regulatory changes; inventories and collects data; participates in design team meetings; provides direction and supervision of other planners.

  • Attends conferences, meetings, or other public functions; may provide information or participate in discussions regarding department activities; schedules and conducts public hearings related to planning permits.

  • Assists in the employee selection, training, and evaluation; assists in the preparation and administration of the department budget.

  • Directs the maintenance of zoning and other records including the Official Zoning Map and General Plan Map.


Qualification Guidelines


Knowledge of: the principles, practices, and techniques of planning; related state and federal laws, ordinances, rules and regulations; implementation of zoning and other municipal ordinances; application of land use, physical design, economic, environmental, and/or social concepts to the planning process; housing trends, market analyzes techniques, programs and financing mechanisms for low and moderate income families; statistical analysis and mathematical concepts related to the planning process; terminology, symbols, methods, techniques and instruments used in planning and map drafting; local government organization and the functions and practices of a municipal planning unit; environmental impact report administration; the methods and techniques of supervision.

Ability to: understand and apply federal, state and local laws, regulations, policies, procedures and standards pertaining to the planning process; interpret maps, site and building plans and specifications, graphs and statistical data; research, analyze and summarize planning data both manually and with computer applications; make public presentations of ideas and recommendations; prepare clear, concise and complete technical documents, reports correspondence and other written materials; exercise sound independent judgment within established guidelines; instruct others in work procedures and provide specific project direction; establish and maintain effective working relationships with those contacted in the course of work.

Education and/or Experience

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary. Example combinations include:

Completion of a four-year college degree with major work in planning, urban design, architecture, environmental design, or a related field; and four years of progressively responsible experience in current or long range planning. A master's degree in planning or a related field is desirable and may substitute for one year of experience.


Required Licenses and Certificates

Possession of or ability to obtain an appropriate California driver's license and a satisfactory driving record. An American Institute of Certified Planners (AICP) certification is highly desirable.

Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

While performing the duties of this job, the employee is occasionally required to stand or sit; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; talk or hear.

The employee must occasionally lift and/or move up to 10 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, or airborne particles.

The noise level in the work environment is usually quiet in the office, and moderate in the field.
