“Outreach Toolbox: Strategies to Lead Effective Engagement and Minimize Opposition and Outrage in Public Participation”

Public anger is an increasing fact of society. Growing global citizen outrage causes government gridlock, lawsuits, stopped projects, election losses, loss of time, money, and destroyed credibility. It also makes it difficult to move projects forward to completion. More and more, planners are expected to be community experts, relationship builders, effective communicators and technical practitioners all at the same time, which is no easy task (and most never receive proper training to do so!).

This program will build upon on IAP2’s global best practices in public involvement and the work of Dr. Peter Sandman, a foremost researcher and expert in public outrage and risk communication and will identify tools that can help you to move people from rage to reason and engage stakeholders in building consensus for better decisions. The program will also provide tips and tricks to run effective outreach events and build ongoing community relationships that will give you the ability to anticipate and prevent problems, manage the tough public issues that you face and keep your organization on track and moving forward.

Planners attending this program will learn how to: Learn how to identify and access the root causes of public frustration, anger and outrage. Recognize the 12 factors of citizen emotion and be better able to predict and prevent public anger. Build upon the value of civic intelligence and how those insights can help your projects Help people move past positions to making difficult decisions Organize workshops and group discussions that result in quality input Hone skills to master facilitation agility in meetings – not all meetings go as planned! Wendy Nowak, AICP Contact: wnowak@placeworks.com

Wendy Nowak, AICP is a Principal with PlaceWorks. Her winning interpersonal skills and passion for working with the public make her a natural in community participation and visioning, and her background in local government provides her with the know-how to successfully navigate a project through all aspects of a process from community outreach to interdepartmental coordination.

Wendy’s innate relationship and consensus building skills help her to break down barriers and achieve desired outcomes for her clients. She has managed projects of a diverse variety and scale including public outreach and visioning, general plan updates, specific plans, corridor infill development, grant writing and entitlement coordination. She is currently working on the Westminster Mall Specific Plan, Redondo Beach General Plan Update, and two specific plans in Pasadena. She also recently led the consultant team for the Southeast Area Specific Plan (SEASP) a controversial 1,500-acre area in Long Beach where the City has wrestled with traffic, coastal, wetland, and infill-related issues for the past two decades.

Wendy received her Bachelor of Science in Urban Planning and Development and Master of Planning from the University of Southern California. She is a member of the American Institute of Certified Planners, an Ambassador for the International Association of Public Participation (IAP2 USA), founder of the IAP2 USA Orange County Chapter and formerly served on the California Planning Foundation Board.
