Through her extensive experience, background, and understanding of the interrelatedness of policy planning, hazard mitigation, and environmental compliance, Starla takes a proactive and comprehensive approach to understanding planning and environmental issues and developing solutions. Starla received her master’s degree in urban and regional planning from California State Polytechnic University, Pomona, specializing in community development and environmental planning and has a B.A. in Business Economics from the University of California, Riverside.
